Get Your Water Testing Compliant with GSA and Other Regulations
Waterborne Pathogen Planning, Testing & Remediation Treatment for Government Facilities
IWC Innovations provides government facilities – including office buildings, military bases, town halls/city halls, schools, courthouses, judicial and legislative buildings, jails, museums, and more – with support in 3 key areas to prevent Legionella and other waterborne pathogens. Those areas include:
- Development of a water management plan (WMP): We help those managing government facilities to stay in compliance by providing a water management plan that includes testing and what to do in the case of any remediation for Legionella or another waterborne pathogen. For example, some states, such as Virginia, require schools to implement water management programs.
- Legionella & Waterborne Pathogen Testing: Our testing plans are tailored to the needs of your government building, ensuring you stay up to date with any compliance mandates. For example, federal government facilities must be compliant with the General Services Administration (GSA) water testing mandates for all buildings. Also, some state governments do mandate waterborne pathogen testing in their facilities, but the specific requirements can vary from state to state and for different types of facilities.
- Remediation & Treatment: If you ever have an emergency outbreak of Legionella or another waterborne pathogen, call us immediately at (866) 761-1600. We’re available 24 hours a day to help you avoid liabilities and further exposure.
We support all government facilities with plans, testing/prevention, as well as remediation.

GSA-Mandated Water Quality Testing
In November 2023, the General Services Administration (GSA) implemented stringent water testing mandates for all buildings within its lease and ownership portfolio. The mandates included:
- Regular water testing to establish a baseline.
- Comprehensive baseline testing for contaminants like Legionella, E. coli, lead, and copper in government properties over 100 square feet by the end of fiscal year 2024.
- Testing of at least 10% of cold water outlets used for human consumption (drinking fountains, bottle fillers, etc.) for lead, copper, and total coliform bacteria (including E. coli).
- Sampling a representative number of hot and cold water outlets for Legionella.
- Remediation and retesting if results exceed thresholds.
- Documentation and reporting, including an annual Consumer Confidence Report for facilities with Community Water Systems.
- Testing after new installations for lead, copper, and total coliform bacteria by a qualified professional before use.
Also, buildings leased by government entities, including state facilities, may be subject to specific drinking water quality management requirements, such as baseline testing for various contaminants, as mandated by the GSA.
Why U.S. & State Governments Work With IWC Innovations
IWC Innovations has completed Legionella and waterborne pathogen testing at 1,164 buildings in 48 states.
